Install Oracle 10g Xe On Centos Version

i created .bashrc in /home/maz with the following content

when i put the link
http://127.0.0.1:8080/apex
in the brower and pressed go
i got the following error message:
Unable to connect
Firefox can't establish a connection to the server at 127.0.0.1:8080.
